Oakland County CLEMIS

CLEMIS is a multi-agency consortium that provides Computer Aided Dispatch, and Record Management to the Public Safety community in southeast lower Michigan. CLEMIS also oversees the dispatch operations of the 30 public safety answering points in Oakland County. The technical specifications were developed for the request for proposal (RFP) to purchase a system that provided heavy in-building coverage in the southeast portions of Oakland County, and medium building coverage in the rest of the county. The responses were evaluated, and a vendor recommendation was made.
Not all of the public safety users are participating in the new system. Interoperability plans are under development. An interoperability pilot program was initiated that allowed users on VHF, UHF, and four different 800 MHz systems to communicate with each other. Each of the 800 MHz systems used a different trunking protocol.
The project is currently in the implementation phase, Mr. Whately is overseeing the installation, processing all of the FCC and FAA forms and performing the Quality Assurance Audits for Oakland County.
Charlevoix, Cheboygan, and Emmet
Counties Central Dispatch (CCE)

CCE is a three county central dispatch consortium. A complete detailed system audit was performed for CCE. The audit documented the performance of every piece of equipment at each of the 15 tower sites and compared the current performance test results against the manufactures' specifications.
Deficiencies in the system were pointed out and an action plan, with budgetary costs, was established. Inaccurate licensing information was also noted during the audit, for correction. All the necessary documents, to properly license the existing system, were completed and processed.
A needs assessment was also performed for the consortium, and budgetary costs were presented to build the communications system to meet the users needs. This cost was compared to budgetary cost for CCE to partner with the State of Michigan 800 MHz digital trunked system.
CCE is currently seeking funding to upgrade their existing VHF conventional system. The upgrade will allow the users to migrate to APCO 25 Common Air Interface as the individual department's funds allow. The upgrade also includes fire paging, mobile data and interoperability with the neighboring counties.
Currently CCE is upgrading its mobile data system from 4800 baud to 43.2 Kilobaud. Mr. Whately is overseeing the installation and testing of the upgrade.

Bay County, Michigan
