St. Clair County, Michigan

A system audit for St. Clair County was performed. This audit simply documented the infrastructure currently in place in the county, equipment performance tests were not done. A needs assessment with budgetary cost and different system options was also completed. The needs assessment pointed out the interoperability issues between the police, fire and EMS services being on different frequency bands in the county. St. Clair County is currently seeking funding to consolidate their four dispatch centers into one, and upgrade their radio communications.

City of Warren, Ohio

Mr. Whately performed a system audit for Warren, Ohio. This audit simply documented the infrastructure currently in place in the county, equipment performance tests were not done. A needs assessment with budgetary cost and different system options was also completed. Mr. Whately authored the Request for Proposal to purchase an 800 MHz trunking system, and mobile data, to replace the existing VHF and UHF systems in the city. The new system addressed many interoperability problems within the city. Interoperability with outside agencies was also addressed.

A reassessment of their current operation was performed two years after the system was accepted. The system maintenance agreement with the vendor was also negotiated. A budgetary cost for Warren to participate with the Ohio MARCS system was also presented to the city for consideration, at the request of the Communications System Administrator, for the city.

Assist Eaton County in the evaluation of Conditional Use Permits for wireless communications tower sites. All permit applications are evaluated for compliance with the current county ordinance.

Clinton County, Michigan

Mr. Whately oversaw the implementation of the new system on behalf of the client.
